How to do the networking in and after social events?

How to do networking? For example, in many information sessions, or party, or social events, I meet with people, talk with people, shake hands with people and collect their name cards. But how do I then move to the next level? How does this networking thing work? Just chat 20 minutes or so and then shake hands happily and then say good bye and that's all? I am currently a student and starting to look for a job. How do I do with the a bunch of name cards that I've collected? I need a good job. But I guess I definitely cannot say this directly. I want to seek for advice -- but I guess I should not ask too naive questions. If I just ask questions, many times they simply don't reply emails. These managers are just too busy. I probably should make a call -- however I am not sure I am totally comfortable with cold call myself... with a lot fear of not knowing what to say. I've had summer intern, during which I found it's difficult to approach the managers and make them know me and like me.

Ur spending too much time overthinking. Be you. That is what will attract the right people to you, especially when looking for a job. Let people know what you are looking for. Your valuable to somebody in the field you will look in. Remember this, you can only control you. You can't make someone (Managers etc.) Like you. Once you are happy with you, others will be too. Likes attract Likes...
