I know DT writes really meaningful lyrics, so I doubt its a bunch of gibberish. My hunch is that the meaning is while you're young, you oppose authority and want to become on top. But when you reach it, you also lose your innocence and enter "The Wasteland" of life. And raining = depression maybe. So maybe someone else wants to give a shot at interpreting it?
