Just do "Save As..." and type in the desired filename, e.g. filename.html and don't worry that it's saving it as a text file. HTML files ARE plain text.

In Notepad, go to "File" menu then select "Save As..." option. "Save As" window will appear. Type the file name that you want for your file on the "File name:" dropdown box.
