How do you become a merchandise vendor at festivals/events?
I'd like to set up a vendor's stall at festivals, fairs, etc. and sell various merchandise (not food).
I don't know how to find a listing of the events that would accept applications for something like this, and I'd also love to know what types of fees are typically involved.
Are there any experienced vendors who could offer advise on how to get started?

That is the reason so many hand crafted vendors do well. They create a product that is unique. Festival goers want to buy, that is a big part of why they to go to events.
Vendor fees, what you pay to a festival to participate in their event, do vary. As stated above, the better the event the higher the fee.
Beware though. I would strongly urge you to deal with established events, or city/chamber of commerce events until you get to know the business. There are promoters that will sell you a bill of goods in the festival business just as in any other business.
