Also which make no sense existing homes can be less than 10' with no violation new additions cannot. Sounds screwy but hey thats the bulding codes for you.

Yes.. virtually every community in California has minimum set back requirements (the distance that structures must be offset from the boundary line.
Call your City or COunty's zoning department or go down there and ask them. It will save you a lot of grief as they have the power to tear it down if you do it wrong.
