Is December to late to take the ACT?





I am planning on going to Eastern Kentucky University. There application deadline is December 1st and the next ACT is December 8th. I have the GPA and can easily obtain a high enough score to get into EKU but is it to late? Should I send my transcript and apply online before taking the ACT?
