Is it too late for me? Math Learning Disability.?

One main thing that holds me back is my math ld/phobia.I haven't been diagnosed but this is just something I'm sure I have due to online researches and personal experience.I'm unable to memorize simple arithmetic,and even worse I'm currently taking Algebra 2 and comprehending nothing.the reason why im taking Algebra 2 is because my secondary school passed me on Algebra 1 but i didn't learn anything they just randomly pass anyone and they also have poor teaching skillls.So,I moved to a public school that teaches,my math phobia has gained and I almost start to cry at school because of this.Now,I'm a JUNIOR in high school i have plenty of things to worry about but i don't want to digress my math LD.So,what should i do? Make a meeting witht he school counselor tell her to provide me with special education?

I'm UNABLE to get a tutor of my own.And I'm afraid I may be too late to comprehend math,please help me.

I am not going to tell you you need to improve what your weakness is. But I will ask you to strengthen what you are good at. My tips are as follows:

1. Memorizing Formulas: Know what the formula is about. Know the variable but forget about the squares, square roots etc. Also see how the formula is derived and try to understand it.
