Is it too late for my boyfriend to get PFL?

I'm ending my maternity leave next week and our babysitter had a family emergency and cannot babysit my 12 week old for another month! I really have to go back to work and my boyfriend decided to take non-paid time off. I know that fathers can take PFL (paid family leave) for 6 weeks to bond with their child as well...BUT i'm not sure if it's too late for him to get PFL because our daughter is already 12 weeks old. I had the PFL paperwork done for my paid family leave two weeks prior to my daughters birth-but not my boyfriend. Is it too late? or can he still receieve PFL?

I just read the paperwork and it only says you will be eligible for 6 weeks in a 12 month period. I know for sure he is eligible to take time off under FMLA, he can take up to 12 weeks to bond with the baby before the baby turns 1. I am in the state of CA and I dont know if it varies by state.
