In high school, if there are equal talents, I'd probably consider it acceptable to opt for the senior because they won't get another chance next year, so to speak, but any time there's no tie (And there rarely is), seniority shouldn't have a look in.
When I was in high school there was a girl who got the lead no matter what she did or when, if she auditioned everyone knew she was going to have it. Talent had nothing to do with it. I even heard after I auditioned for one show that the director had considered ME for the lead, but once she showed up... that was it!
